Challenges Continue for Humanitarian Assistance in Northern Gaza Despite Ceasefire

Although the border entry point with Egypt opens in the coming days, humanitarian organizations confront substantial difficulties delivering aid to the northern region, the territory hardest impacted by food shortages, specialists report.

Infrastructure Issues

Key roads are practically impassable due to widespread damage across the devastated territory – or are still controlled by military units. Any vehicle that stops working is almost certainly immediately stripped.

The main entry point, the primary access route to the northern region, devastated by two years of war, has been closed for many days, and authorities have told humanitarian organizations in Gaza that there are no short-term arrangements to reopen the entry location, as stated by aid workers.

Destruction in Northern Gaza

The northern urban center was the objective of a significant armed campaign launched in August that was still under way when the ceasefire deal was signed recently.

Devastation in the northern region has been extensive, with entire towns including Beit Lahiya and Beit Hanoun in ruins as well as many of the outlying areas of Gaza City.

"Any opening of a access route into Gaza is positive, but we need to ensure we can reach people where they are," stated a policy expert from an international NGO.

Relief Circumstances

Observers said many of the approximately 300,000 people who have come back to the north from the crowded shelter regions where they had been sheltering during the military operations were now "camping" among the ruins of their homes, often without any housing and with insufficient supplies or resources.

A representative from an international organization said the damage in northern Gaza was "devastating".

"We see block after block, structure after structure ... there is urgent requirement for clean water. It's pretty harrowing. We require every border point operational," the spokesperson, who was in the northern city in recent days, stated.

Insufficient Entry

An organization head working from the northern city said the needs in what used to be the area's thriving business and community focal point were "immense".

"People have this optimism and optimism but there needs to be immediate enhancement on the crossings. There has been no substantial progress on the situation yet," the representative stated.

"There remains a small quantity of assistance [and] we are now commencing to grasp the degree of devastation. Multiple thoroughfares are just full of debris ... there is almost no home that is undamaged. There remains harm and unexploded bombs across the region."

Ongoing Developments

Recently, aid agencies said modest volumes of necessary propane reached Gaza for the first instance in many weeks, along with deliveries of grain products, rice and produce. The new supplies sent prices in markets falling.

Within a central community, a civilian said there had been certain progress since the truce.

"Stores are stocked with products, fresh goods, and fresh fruit, although the rates are still high and not affordable for everyone," the resident said.

Colder Months Preparations

"The crucial necessities now, specifically due to the approach of winter, are to have a shelter to shelter us from the low temperatures and cold-weather clothing because the shops do not have adequate garments for us or, if they are available, they are extremely limited and very expensive."

Multiple organization-assisted bakeries in mid and southern regions have resumed functioning since the peace agreement.

Assistance Transport

Vehicles were reported to have come through the Kerem Shalom crossing via the eastern border to Gaza during Wednesday, though specific quantities were uncertain.

The country's news organization announced that the day's humanitarian shipments would include edible goods, treatment resources, petroleum products, fuel for cooking and tools to restore crucial facilities.

"Relief supplies continues to enter the Gaza territory through the Kerem Shalom crossing and additional routes after safety verification," an military representative stated.

Delivery Challenges

But counting the volume of transports could be deceptive, cautioned a specialist from a humanitarian organization. "It's crucial to understand what is in the transports and how full they are for it to be a really meaningful indicator," the official said.

Private companies are sending groups of vehicles carrying confectionery, fizzy drinks and snacks, which have minimal health benefits, while urgent medical support for children or people who have gone without sufficient nutrition for multiple years are unavailable.

Medical Situation

Throughout the main city, only seven healthcare facilities are functioning, compared with many in earlier this year.

Numerous organizations have significant funding of humanitarian goods stockpiled around Gaza pending distribution. A humanitarian body assisting local residents across the region for decades has three months' worth of sustenance for the entire population ready to be transported.

"We have the resources, the equipment and the expertise ... we simply must have the access," said a relief official, recently returned from Gaza.

Diplomatic Aspects

A proposed plan specifies that "complete" assistance should reach Gaza and be allocated through humanitarian bodies and humanitarian networks, without obstruction from either combatant organizations or national security.

This likely prohibits the debated authority-approved humanitarian organization which commenced activities in earlier this year, leading to disorderly situations and multiple fatalities as crowds of aid-seekers gathered around its distribution sites.
